A colored pencil. DO NOT use a marker! A marker will not show texture! I suppose you could use a crayon but a colored pencil works the best. Happy coloring! :)
Computer drawing pads, or drawing tablets can be cleaned with a damp cloth. Dampen cloth with water or mild detergent, do not apply water or detergent directly to the pad.
I would recommend the programs Paint Tool SAI, or Adobe Photoshop. Paint would be my very last choice because it often distorts the drawing after you save.

-Google SketchUp is the best program I've seen for 3D drawing on the PC -As for hand drawing, Isometric drawings are the easiest to represent a 3D house :D
