Environment Protection Act, 1986, IndiaThe Environment Protection Act, 1986 was constituted on 19 Nov, 1986, to provide for the protection and improvement of environment and for matters connected with environment. There are four main chapters and different clauses under various chapters which lay down the standards, policies and act of environmental degradations and policies for improvement of environment and prevention of human beings from environmental hazards. I will describe here the main outlines of this act.Environment Protection Act describes the definitions of various entities that are related to environment. Here are excerpts of some of the definitions that are directly taken from the Act."Environment" includes water, air and land and the inter-relationship which exists among and between water, air and land, and human beings, other living creatures, plants, micro-organism and property."Environmental Pollutant" means any solid, liquid or gaseous substance present in such concentration as may be, or tend to be, injurious to environment."Environmental Pollution" means the presence in the environment of any environmental pollutant."Hazardous Substance" means any substance or preparation which, by reason of its chemical or physico-chemical properties or handling, is liable to cause harm to human beings, other living creatures, plant, micro-organism, property or the environment.Second chapter of Environment Protection Act describes the role of central government to take measures for environment protection and its improvement along with the economic development. It includes the appointment of officers, power to give directions, rules to regulate environmental pollution, laying down procedures and standards for industrial waste, emissions, hazardous waste etc.

There are three classifications of water pollution. The three classifications includes: chemical pollution, human pollution, and industrial pollution. Microbiological pollution is also another classification of water pollution.
Industrial pollution is dozens, even hundreds of things - even at a simple level it can be air, noise, water, solid waste. If you consider just air pollution, that includes inert particulates, poisonous gases, poisonous solids, acid gases, and lots besides. So there are hundreds of methods used to measure poillution.

Every level of government has some department or agency that deals with pollution. At the federal level, the primary agency in the United States is the Environmental Protection Agency, but numerous other agencies are also involved in dealing with pollution to some extent. For example, the Department of the Interior is responsible for endangered species protection, through an agency called the US Fish and Wildlife Service. Pollution must be controlled to mitigate effects on endangered species. The Department of Commerce, through the National Oceanic and Atmospheric Administration and the National Marine Fisheries Service, is responsible for protecting our marine resources, which includes protection from pollution. Every state and local government, for the most part, also has some agency responsible for dealing with pollution. All of these agencies develop regulations to help deal with pollution, ideally in a cooperative fashion. But the truth of the matter is, pollution, not unlike lots of other problems the government deals with daily, is highly politicized. Often, the best actions for the environment from a scientific standpoint are not taken due to political considerations, and sometimes the best science is ingored completely. So the short answer to your question is, the government does a lot, but not nearly enough.
