In theory the PSU (Power Supply Unit) of your computer is supposed to have a fail safe mechanism built in which in layman's terms "blows a fuse" if too much current OR voltage enters the system. This essentially allows the PSU to sacrifice itself to stop the power fluctuation from hurting the rest of the computer! In practice however, (especially in laptops) this mechanism rarely works and you'd be crazy not to have your computer hooked into a power bar with a surge protector.
