The pamphlet was written almost a full year after armed conflict began in the United States (between the colonists/colonies and Great Brittan), so it did not provide reason to start the war, only reasons for unsure colonists to back it.

This was not a wholesale decision and many people were not "convinced". As with issues today people were divided and many wanted to stay loyal to the king. It was more a matter of 44 men who took the major step of declaring the colonies free of the king. Once the deed was done the rest of the colonies were drawn into it bit by bit. It came down you are either for or against the idea. Even in Britain there were sides. The British public and politicians who were for the colonist wore a particular shade of blue in support of the cause.

Britain had just defeated France in the Seven Years' War for acquirement of the Ohio River Valley and Canada. Britain obtained a large debt from this war, and needed to create revenue to help pay it. Since this war was fought to gain land for the colonies and in their own defense, Britain decided to heavily tax the colonists without their consent.
