You can feed a 3 week old puppy, dry puppy food that has been soaked in warm water until it is very soft & mushy, then add some canned milk (1 part water to 1 part canned milk) to the mushy puppy food until it is a bit on the watery side. The pup should dive right in and make a big mess lapping it up. Make sure you are using a good name brand of puppy food, not some cheap generic puppy food. As the pup gets older, you can make the food less watery until you are feeding dry puppy food only. You only need to add the canned milk for about a week then stop with that. Don't ever use regular cow's milk as can cause diarrhea.
