The phrase "subject to approval" means that something must first be examined and approved, or given the go ahead, by an authority figure before it can be done. For example, many organizations within a high school want to host activities for the students. These activities are subject to the approval of the school's leaders. If the leaders deem the activities appropriate and approve them, then they may be carried out. If the activities are deemed inappropriate, then they are not carried out.
