The Southern reaction was ferocious. These states continued did not respond after Lincoln issued this proclamation. The South also did not respond to Lincoln's preliminary Emancipation Proclamation.

The South just laughed at it, because it could not be enforced.

The North was not too impressed with it either (as reflected in the mid-term elections) - confirming that most Northerners were not Abolitionists by any means.

However, the Proclamation was chiefly meant for the ears of free nations abroad, declaring that this was now a war on slavery, and that any countries supporting the Confederates would look pro-slavery themselves. From that angle, the Proclamation was a total success and a tribute to Lincoln's strategic judgment.
