The readings for Vespers are given in the Breviary (The Liturgy of the Hours). Although other readings may be chosen for a good reason, this is spelled out in the General Insturctions of the Liturgy of the Hours which is contained at the beginning of Volume 1 (Advent and Christmas Season) pages 44-45, 88-89.
46 there is freedom to choose - especially in a celebration with the people - a longer reading either from the Office of Readings or the Lectionary for Mass, particularly texts which for some reason have not been used. In additino, there is nothing to prevent the use from time to time of a more suitable reading, in accordance with the rules laid down in nos. 248-249 and 251.
Vespers comes from the Latin word vesper meaning evening. And Vespers in religion pertain evening prayer services. In the Protestant religion it is simply used for the evening service.
