First of all the bill 101 was not pass in order to discriminate the Anglo-Quebecois.

The French in North America is constantly under pressure by English by the media and by the corporate and bigotry from the ROC. Before the law, every sign was in Quebec was in English only and the worker where often forbidden to speak french at work event if only the boss where anglophone and all other where francophone. High education where also mostly English. The goal of Bill 101 was to grant French service to all Quebec what ever the provider is an English or french company. And to be able to live in french in there own province. Also to avoid assimilation by emigration the bill limited the English school to English ascendant or have a sibling already register in an English school.

The prof that law 101 is needed is that assimilation outside Quebec is at 50% rate.
