There are certainly Muslim women in western society who wear the niqab (a full-face veil) because they believe that it is the righteous thing to do, but this is not true in all cases. Many European Muslim women come from strict households where it is not considered a choice as to whether it should be worn or not and their husbands and fathers demand that they wear it. Some Muslim-majority neighborhoods in Europe intimidate and threaten non-covered women, which leads to some women covering themselves. The bottom of line is that some women in the west wear the niqab because they want to and others because they are afraid of repercussions if they do not.
