To ride the Skeletan Horse mounts of the Undead, you need to be either Undead or be exalted with the Undead. Then you can purchase the mounts from the vendor in Brill. At level 20 Undead can purchase them after they purchase the Journeyman riding skill. To purchase the faster ones, you need to be level 40 and have trained the next level of riding.
Everyone in World of Warcraft gets mounts, at level 20. When you reach level 20, just head to your races Riding Trainer and purchase the riding skill to use mounts. Don't forget to purchase a mount from the mount vendor near by.

A mount (horse, ram, kodo, undead horse, peacock, tiger), used to be available only at level 40 and up, Blizzard changed that and now you need only be level 30. It requires level 60 to get a full speed mount - other mounts are available in Outland (the expansion pack.)
