That depends on the school and the situation.

If you or your child have any personal issues with a certain teacher (i.e. the teacher is racist, doesn't like your child, is abusive, etc.), then they will almost always grant permission to switch teachers.

If you wish to switch or choose teachers simply because you have heard stories or because you want another, the chances are slim to none.
