They have all the rights (and authority) that the POA conferred upon them (whatever that may be) PLUS whatever "rights" they aso may have as a family member, IF they ARE a family member.

Hopefully the POA was granted to you well prior to the inidividuals diagnosis with mental illness and their confinement otherwise your POA could be open to challenge.
