What river forms the Gulf of Mexico?

None. The Gulf of Mexico is part of the greater Atlantic Ocean; as such, it is not fed by any river -- unlike landlocked seas, such as the Aral or Dead Sea.

There are several rivers however, that flow into the gulf, including the Mississippi, Rio Grande, Grijalva and Usumacinta rivers.
