Augustus brought the Roman Republic to an end and established a new system of rule. After he won the Final Civil War of the Roman Republic he established rule by emperors and became the first roman emperor. Rule by emperors was power exercised by an absolute ruler. The emperor made all the decisions, the senate was turned into an instrument for his rule and the offers of state became his appointees (during the Republic they were elected). Augustus re-established a strong central government. In the Late Republic the central government had lost control over the Roman provinces.
