Constitutions are the basic building blocks of the countries following democratic policies. A constitution is designed, in theory, to provide a framework for the laws of that country to provide an equal and fair society for all of the people it represents. Without constitutions, democracies would not exist as there is no basic, commonly agreed upon, set of principles for the laws to be formulated form. The more liberal a country's constitution is, the more progressive the society, in terms of human rights, woman's rights and other civil issues etc, will be.

What class of people would the court in Shakespeare's plays?

Your question is unclear. If you mean "What class of people would watch Shakespeare's plays at court?" the answer is the upper class--royalty, nobility, and their servants. If you mean "What class of people are portrayed as being at court in Shakespeare's plays" the answer is the same. Indeed you could have asked, "What class of people are at court?"
