You can find the legendary dogs at every route making it very difficult to find an easy way to track it down is have a friend trade you the dog that you will be catching you can figure that out by finding out what starter you chose at the beginning of the game. Raikou will appear if you chose Squirtle, Suicune will appear if you chose Charmander and Entei appears if you chose Bulbasaur. Once a friend gives you the dog your going to be capturing you can use the pokedex to find out exactly where it is however if you go there it will change its location so try to "trick it" into coming to the route that your on.
