With the death of Caligula and the bad experience of his rule behind them, many senators considered exchanging rule by dynasty for the return to a republic. While the Senate discussed this possibility, the Praetorian Guard -- an institution of violence -- searched for a credible successor to Caligula. The guardsmen found him in Caligula's uncle, Claudius, the brother of Germanicus and a familiar figure within Augustus' family. Claudius rewarded the Guard with money for their support. Discussions in the Senate about the problems of succession and a republic came to an end, affecting Europe into modern times.
Nothing was said by ancient historians about whether Claudius was popular with the people. His closest advisor burnt all Claudius' letters before he was murdered. Suetonius and Tacitus portrayed him as a weak fool controlled his inner circle he supposedly ruled. Both writers were sympathetic to the senators, who had been in conflict with Claudius, and thus biased. Suetonius, lost access to the archives and relied on second hand information. Cassius Dio, who relied on the two mentioned historians as his sources, painted the same picture. Not much was said about his rule and his personality.

During the 74th hunger games, Claudius, for the first time, spoke in a panicked voice, as Katniss and Peeta faced the capitol with suicide. Claudius usually announces invitations to feasts, and always ends his sentences with "and may the odds be ever in your favour!" (the Hunger Games slogan).

It depends on the rule. If you mean ban the Hunger Games, it was a lot of people. District 13 was already uprising, but needed something that would inspire the people to stand up against the Capitol. In the 74th Hunger Games, Katniss did several things that inspired the people, like her 'love' for Peeta, and covering Rue's body in flowers after she died. Her mockingjay pin became a symbol for the uprising. No-one suggested the rule as such, it was just a thing that everyone wanted. I suggest that you actually read the books, they are really very good, I would recommend them for anybody!
