Herod the Great was the king, he ruled Jerusalem. Herod was a "client king" propped up by Rome. The relationship is sort of like the concept of "client states" during the cold war, when the Soviet Union and the US each propped up "client countries" to serve as buffers against the other. We didn't quite rule them, but on occasion, we deposed their leaders. In the case of Herod's kingdom, it was a buffer-state between the Roman and Persian empires.

The question might have been intended to get the answer "the Sanhedrin". The Great Sanhedrin in Jerusalem served as both the legislature and supreme court. They could enact laws, and they could try cases, but they did not administer the law. The Great Sanhedrin was made up of 71 members. It apparently met daily except on the Sabbath and Holy days, and only it could try capital cases. Note that each city had a lesser Sanhedrin of 23 members handle local cases, and civil cases could be tried by a panel of just 3 judges, a beit din (house of justice). There was a right of appeal, not horribly different from the way modern court systems operate. There's a whole tractate of the Mishna (written after the Temple was destroyed) on how the Sanhedrin operated -- written when the memory was still alive but fading.
