Rosie was developed to encourage women to enter the workforce during World War II. Many women were better able to enter the workforce in what were then considered nontraditional roles such as munitions and aircraft factories, taking the place of men who were off fighting in the war. She has become quite the cultural icon for womens' empowerment and is an enduring testament to the image and strength of women in the workforce.

This poster was created as propoganda in the American Wartime of the 1940's to boost worker moral. It was however, rarely seen during the war and was rediscovered around the 1980's to be redistributed in an effort to promote feminism and solve other political issues of the time. It was once thought that the poster was created to encourage women to join the armed forces, but this is incorrect, as at the time of creation is was strictly limited to the office use of Westinghouse LTD.
