There is no operating system that supports 'all' applications. However, Windows (not including Windows Vista) seems to be the most compatible with most applications, and Mac OS X seems the least compatible because software must be specifically made for Mac, and even some software does not have Mac capabilities.
Unfortunately, no. Android applications are designed specifically for the Android operating system. Thus, they wouldn't be compatible with Windows or Apple Mac operating systems. However, certain Google based applications can be used in cooperation with a PC/Mac.
You would need to become a software engineer I would think and if you wanted to work on operating systems, there are few choices between Microsoft, Apple and IBM systems. these are the companies that develop operating systems. Other companies develop applications for people to use which are not the same thing as operating systems. In that case you would need to be a programmer if you want to develop applications.
Currently, the iPhone runs on a Mac operating system. This is not, by nature, compatible with Microsoft Windows applications and there are no plans to make Windows application or operating system run on the iPhone. This would provide NO benefit to anyone.
