There are very few assault rifles chambered in 9mm calibers, and the few that do exist don't use the type of 9mm ammunition you're probably thinking of.
In common usage "9mm" usually refers to 9x19mm Parabellum, a pistol cartridge developed for the German Luger P08 pistol. 9x19mm (also called 9mm Luger or 9mm Para) later went on to become the most common automatic pistol cartridge in the world. People referring to this cartridge simply as "9mm" is vague because there are in fact several other 9mm cartridge types out there, such as 9x18mm Makarov and 9x17mm Browning.
Anyway, the only 9mm assault rifle that comes to mind is the Russian AS Val, which is a suppressed assault rifle chambered in 9x39mm (not a pistol cartridge, because it's significantly longer), and that has a rate of fire of 900 RPM. There are a huge number of pistols chambered in 9x19mm Parabellum, however, and some of these are fully-automatic machine pistols. One example of such a weapon is the Glock 18, and that weapon has a rate of fire of 1100-1200 RPM, so there's your answer: a 9mm pistol shoots faster.

No such thing as an "average gun". The .45 ACP fires a bullet at ABOUT 830 fps. A .220 Swift is over 4000 fps. A .22 pistol and .22 rifle will fire the same ammo, with greatly different velocities.

You probably mean the AK-47. But the Ak-47 was not a sub-machine gun, it is an assault rifle. SMG's shoot pistol rounds such as 9x19mm Luger. Assault rifles fire scaled down versions of full power rifle rounds. The AK-47 for example shoots 7.62x39mm which is a scaled down version of the Russian 7.62x54mm rifle round used in the Mosin Nagant rifle.
