Well first off, I think that what you wear is largely dependent on how hot or cold you think 60 degrees is...if you think it is moderate or warm, and nice summer or spring dress would be appropriate and cute, with some flip flops. For a slightly more dressed up look, you could wear gladiator sandals instead of flip flops.
If you think 60 degrees feels a bit cold, then you could wear something like jeans and a cute lightweight shirt...that way you can roll up your jeans for a lovely walk on the beach, if need be. Flip flops or sandals would, again, look great.
