Any breed of dog should deliver a puppy in 30 minutes once active contractions have started. No more than 4 hours should pass between each puppy.
The sac should follow the birth of each puppy so you need to be counting them.
It is difficult to tell you exactly what your chocolate lab puppy should weigh because each puppy is built differently. On average, puppies weigh a single pound at birth and gain 2 pounds per week. Following that formula, your puppy should weigh between 18 and 20 pounds.
As much as they need
It will depend on the number of puppies in the litter- the more puppies, the smaller each puppy. They typically weigh ABOUT 16 ounces (one pound) at birth.

This is called a singleton puppy. It is not unusual for a dog to give birth to one puppy, but it is uncommon. The average litter is about six puppies, but some dogs may have more or less.Singleton puppies lack the companionship of literates, so they often grow up confused about their position in the "pack", may be over-playful because of the lack of playmates it had as a puppy and may be a little snappy because it didn't have siblings to test its "strength" on (which is a perfectly normal thing for puppies to do).This behaviour is not the fault of the puppy. You can try to find a sibling for the singleton puppy by adopting a stray puppy.
