Now that the police will not take any action, you must contact the anti child abusive organization, they will guide you and also see that the police take action against your abusive parents.

Since you're only 17, the police will turn the matter to the Department of Human Services, and they will do an official investigation. If the investigation finds you are in some sort of danger, or in a serious situation, then they can place you in a foster home.
