Just tell him/her. If you're already good friends then you'll already be comfortable around them and telling them will be that much easier or harder. Just say it to get it over with and if they don't feel the same way then you should move on

well, it depends. Are you, like, 12 and 14, 14 and 16, or 16 and 18, or older? If you are 12 and 14-15, then you should probably wait a while, but if you're 14 and like 16, go for it. If you're 16 or 17 and he's 18 or older, then not until you're 18, for obvious reasons.
