And take order from his commander then i don't see why he should not be allow to join The Marines. But if he can't control it then no he should not be allow to join and the reason for this he would be a danger to his self and other around him.

You have to go through Marine Boot Camp, all 13 Weeks of it, but you get to keep some of your ribbons from the Air Force, and if your a high enough rank in the AF, you can graduate as a LCPL.
