Yes if your tank is empty but not if it has some diesel in it, But not if your car runs on gasoline.
This is called siphoning. The gasoline-filled tube, when the end that is not in the gas tank is lowered to a point below the tank, it creates a pressure differential inside the tube. Just as liquid pours from a glass when it is tilted, so does the gasoline flow through the tube. As long as the tube in the tank is below the level of gasoline in the tank, the gasoline will continue to flow until the flow is interrupted (or until the tank is empty).
It has to be done safely because if it isn't you and the building will burn to death. WHy you do it is usually to repair the tank or change the fuel pump.
t will work if only half the tube is filled so a column of air will be trapped between both ends. As the gasoline in the tube flows out of the tube, it pulls the column of air between gasoline and the other end inserted into the tank creating a suction effect. The empty barrel has to be lower because as gasoline inside the tank is drawn into the tube, gravity has to take over to make the gasoline flow downward.
siphon gasoline it only works if he lowers the plastic tube lower then the level of gasoline it pulls the fluid out by gravity. it works better to drain the gas if there is a drain plug though
Try to fill the tank with gasoline and fuel injector cleaner in order to dilute the fuel present in the tank which may be causing the problem.

Don't know how much gasoline was put in or how much diesel was in the tank before gasoline was added but if you didn't run the engine after the gasoline was put in and you drained it, you should be okay.
youll have to drop the gas tank and empty it... dont start it the car either
