Very seriously - do nothing. Say, "Woops, sorry to disturb you" and walk away. He is being perfectly normal and the underwear may simply be an indication of his growing interest in the opposite sex. Starting at about his age, interest in girls and girl things can normally become a large part of his interests. This is an absolute normal thing to do on his difficult way through puberty and in his turning into a man.
