Do not get your dog the surgery. All it does is cure it for about 6 months and then it happens again and you have to end up putting the dog down. If you get the dog pain pills and give them to it daily and slowly stop giving it to him then he will learn how to use his leg again in a different way. His leg will eventually be strong enough for him to slowly jog and walk again although, he will not be as strong and the exact same as before.
Stop trying to treat it yourself and get the dog to a vet! The torn tail may require stitches and obviously some antibiotics will be given to prevent infection. Please see your vet immediately!
