You should talk to him. He obviously doesn't know you or he likes someone else, so just be his friend for now, and later ask him. It's good to get to know him if you like him, and just because he said no that doesn't mean he hates you. Just be friends, and if he tells you to leave him alone there is a serious reason why he doesn't like you.
