Both of you have the right to end the relationship at any time. It doesn't matter if he wants to accept the breakup at face value or not; be firm but clear that you are ending the relationship. Never stay in a relationship where you are intimidated or placating someone at the cost of your own well being.
If you have concerns for your physical safety, break up over the phone or by leaving him a message. Make it clear that you do not want to have contact with him at this time. Do not offer or accept the offer of being friends, simply because this guy can't merely have a friendship with you when he is so adamant about wanting more.
