To turn off the ABS light on a 1996-1999 deville you would need to check to make sure that all of your abs sensors are plugged into the back of your bearing assemblys on the wheels. if they are then the abs sensors are bad and you would need to get those replaced. $120 new, $15 used. Alot of gm cars use the same bearing assembly so check at the junk yards for more than a cadillac.
