It is irritated from something. Either its collar if it has one ,or you should try a new Shampoo or conditioner. The dog may also have fleas or ticks. Good Luck!!!!!

IM NOT SURE IF THERE IS A SCIENTIFIC ANSWER , BUT MY DOG DOES IT ALL THE TIME. I GUESS ITS LIKE HUMANS FLUFFING THEIR PILLOWS AND PULLING UP THEIR BLANKETS. ITS A COMFORT THING.
Dogs will scratch their fur if they have an itch, if they have fleas, if they have allergies or are allergic to something or even if they have anxiety or they are nervous. Just ask your self why humans scratch themselves and you'll have your answer. If the dog scratches themselves alot they could cause rashes or cut them selves. Bring them to the vet if they scratch all the time, or just give them a bath and see what happens. (i would recommend very sensitive dog shampoos or baby wash)
