A havanese (or any dog) might be eating/chewing on their tail for many reasons. The dog could be just bored and have nothing better to do. A better answer is that the tail probably itches, and the dog has to scratch it with their teeth. Whatever the case, I would take the dog to the vet and say that it's been exhibiting strange behavior.

Just ask your self why humans scratch themselves and you'll have your answer. If the dog scratches themselves alot they could cause rashes or cut them selves. Bring them to the vet if they scratch all the time, or just give them a bath and see what happens. (i would recommend very sensitive dog shampoos or baby wash)
