A havanese (or any dog) might be eating/chewing on their tail for many reasons. The dog could be just bored and have nothing better to do. A better answer is that the tail probably itches, and the dog has to scratch it with their teeth. Whatever the case, I would take the dog to the vet and say that it's been exhibiting strange behavior.
It is possible for a lion to eat a dog if it is hungry and the opportunity presents itself. Lions are carnivores and will eat any animal they can catch, including domestic animals like dogs if they enter their territory.
Scientifically, there is no way to fully genetically merge a snake with a dog. If you mean in fantasy, what you would have would surely be an interesting creature. A snake can sometimes eat a dog, but that might not be what you mean.
They do not actually eat it. When they chew on the mane or tail, it is because it is their way of grooming.

Elephants are vegetarians. They would not eat a dog.
cold tail disease is when your dog starts getting a cold tail and it hurts and he wants to cry :( and so you have to chop it off and eat it for dindin
They eat rodents so they could be capable of eating a small dog. If they were going to attack a dog though, they would probably just injure it, not eat it.
Dogs do not eat their own tails but they do sometimes bite at the end of their tail and then pull on it so it looks as though they are trying to eat it. They might either run around in circles doing this, or they might lie on the floor and pull at their tail. It could look cute or amusing but the dog is actually very uncomfortable. When a dog persistently pulls its own tail it is most likely trying to clear blocked scent glands (which are near the base of the tail), or it may be that the dog has worms (and so has an itchy bottom). If your dog pulls its own tail more than once or twice you should consult your veterinary surgeon to discover the cause. They will soon be able to clear a blocked scent gland to make your dog more comfortable or suggest a wormer that you can use, as appropriate.

This is a common stereotype. The only time a fox would ever consider attacking a dog if it was threatened, but the chance that it would kill your dog is slim, and the chances that it would eat your dog is even slimmer.
A Beagle is a dog that would normally eat dog kibble or any special diet that it's owners would feed it.
