Shoes and socks are unnecessary for swimming. Socks will be annoying and will slip off, and shoes will be heavy and can make it really difficult to swim, so don't let your kids swim with them on. Don't wear ordinary clothes when you swim either, unless you don't have swimmers to swim in. In this case, you should wear light clothing (e.g. shorts, t-shirt), so you can move around freely.
Hope that helped :)
Leave them to it if that is what they are happy doing after all they are doing no harm are they?
They most like having wet clothes on and must like the feel of the wet clothe when they are in the bath or shower other wise they would not be doing it.
if your conserd about the mess they are leaveing in the bathe room after they have been in the bath or shower then depending how ol they are you could ask them to clean up the bath room after they have done and make sure their wet clothe get to the washer as soon as they take them off.
other than that let them get on with it at the end of the day they are doing it in their own clothe and no one elses on big deal

Tap shoes do not need socks worn with them. If you are worried about your feet smelling/sweating, put baby powder on your feet. If you are just practicing, you can wear socks to prevent chaffing.
