There are many options to this situation-- I know this from personal experiences.
There is carecredit cards, which are usually accepted by most vet clinics:

This is a credit card you can apply for, just like any other. The specialize in paying for vet fees/clinic visits/emergencys.
Secondly, you can apply for a personal loan through the bank.
Thirdly, you can speak to your vet about payment options, maybe they'll be willing to set you up on a payment plan so you can keep your dog. Some vets require a percentage down, which leads me to my next potential option.
Fourthly, you can go to many rescue organizations or local shelters/SPCA's and speak the the director there about possibly paying the bill on a repayment basis, or paying a portion of it so your vet will allow payments on the rest.
And lastly, you can always call up friends and family and request a loan, or a gift of any amount of money that can help you pay.
When my puppy broke his knee at 12 weeks old, I was in the same predicament, with an estimated 2500.00 dollar bill, I certainly couldn't pay that in one lump sum. I tried to apply for carecredit, and was turned down, due to previous bad credit, and my family didn't have money. The veterinarian required 50% deposit, in order to take payments on the rest, so I went to the local Humane Society, and told them my situation. They agreed to give me 1200.00 dollars, with a contract stating I would repay them, I also had to agree to neuter my dog. The vet took the payment, did all the necessary surgeries.
You must remember, that pets are not cheap, and accidents/illnesses will always happen. You should prepare yourself for that by setting aside a large sum of money, or investing in pet insurace.

Just tell them straight out. Gas costs money and you cannot afford to use it for his convenience. Is he living there for free, do you feed him? If you don't do that, why should you provide transportation. If you are going somewhere anyway that's one thing, but to make a special trip you were not planning on is another. Or the next time he asks, just say No. It's easy to do.

In a nutshell, because people with little money are buying expensive houses. People tell everyday people that they can afford expensive houses. The result is broke people who cannot buy anything fun, making the economy crash.

if the mouse doesn't mean a lot to you, you should probably kill it. if it does, you should try to immobilize the leg or prefferably the mouse. You shouldn't have a mouse in the first place if you can't afford/ don't want/ "can't" take it to the vet. Your mouse will be in lots of pain. Imagine if you broke your leg and someone wouldn't let you go to hospital.
For whatever reason she has she feels that she cannot be with you and her child is more important which in fact it should be. She has to do what is best for her child and if this was her decision you should have a lot of respect for that and wish her well.
