that is quite a situation, first of all, you have to determint exactly how much younger is your younger cousin, then ask yourself if it is something you want to do, (in some countries sexual realtions and even marriage between relatives is encouraged), if you want to do it and think it is appropriate and are positivly sure your cousin wants you to make love to her and NOT have sex. you should first sit her down, and explain to her what she wants of you entails, tell her that she should make love when she is ready and with a man she loves, that she should not rush it just because her classmates or friends are talking about it and she wants to experiment, tell her it is a serious decision, and has no going back. then tell her the consequences of such actions, like maybe problems in the family. and if she is young and still wants to do that and you don't, tell her that she is a beautiful and attractive girl, but you simply don't like her that way, then if she is still has low self esteem, set her up with one of your friend, whome you trust and is around her age.
