When you are making a turn, when you are changing lanes, or when you are pulling away from the curb or are parallel parking. Activate turn signals 200' before making a turn.

Your front wheels should be turned so that, if your car were to roll it would turn into the curb. If your car is facing downhill, the front wheels should be turned into the curb. If your car is facing uphill, your front wheels should be turned away from the curb.

You should park your car less than six inches away from the curb.
if you parking uphill you turn your wheel towards the curb and if you parking down hill you turn it away
You should point your wheels away from the curb when parking up hill and toward the curb when parking down the hill. You want the vehicle to immediately make contact with the curb if is rolls.

O.K. The vehicle that is backing out is backing out from private property. The vehicle that is pulling away should have the right of way. You see when a vehicle is trying to enter a Highway via driveway, parking lot, ect. he is ASKING for the right of way and he is responsible for yielding. Hope this helps. Headed either uphill or downhill when there is no curb, turn the wheels so the vehicle will roll away from the center of the road if the brakes fail.
