The coil spring that retracts the pull-cord is either broken or came loose from where it hooks up. You will need to remove the spool housing to repair/replace it. A repair manual form your public library can guide you through the steps to do the repair/replacement yourself if you are inclined to do so. There are several repair manuals available at the public library - perhaps there may be one available for your particular application.
No the pull chord will not cause the pull cord to be tight. The coil on the lawn mower will cause the compression to be tight.
The pull cord of a lawn mower is used to manually crank the engine to get it started. As the engine is quickly turned, a spark is created which begins combustion.

Electric mowers do not have pull cords.
You can start it by using the pull cord, just be sure the key is in the ON position.
Try pulling out the spark plug and clearing the cylinder
When you are moving your lawn with an electrical mower with a cord then you should travel horizontally from each end of your lawn. You should make sure that you are not turning your mower towards the cord, otherwise, the card will tangle.
no the pull cord could froze see if the flyweel itself moves if it doesnt then yes it is locked
There is a small cord on the mower. DO not put your stylus directly on the loop at the top of the cord. Put your stylus at the tip of the arrow pointing to the cord. You may have to pull several times before getting the lawn mower to start. Hope this helps you.
Check the underneath of lawn mower for grass built up.
I would start with the pull cord rapped off the recoil pulley, flywheel brake if you have one jambed, oil in cylinder pull spark plug and try to pull over or it could be some thing rapped around the blade. hope this helps
