You can take it to your local Humane Society.
Some humane societies won't take rats, guinea pigs, reptiles, etc. If yours won't, try finding a pet rat rescue group (yes, they do exist), or run an ad on Craigslist to see if someone wants to adopt it. Question them carefully to be sure they don't just want it for snake food. If your rat is old and sick, you may just have to take it to a vet and ask to have it humanely put down.
Have you tried petting and playing with your rat? They make very smart, affectionate, and entertaining pets, but you have to handle and play with them to get them to bond with you.
yes, if it is a pet rat purchased from a pet store. wild rats should not be kept as pets, if someone is bitten by a wild rat, they should try to catch it and contact authorities to test the rat for rabies.

All pet rats are the same. They are all called fancy rats except for the Albino which is slightly smaller than the regular fancy rat. If you go to the pet store and see tanks that say small, medium, and large rat you should know that the small rats are simply babies and the large rat are older.
