It is usual to put a sheet of Coolite (polystyrene or packing foam) under any tank, both to protect the surface it sits on from spills or scratches, and to ensure that the tank's weight is evenly distributed (because otherwise imperfections in the stand could put excessive pressure on one point of the bottom glass panel, and cause it to crack.)
Usually the Coolite will be sold with the tank, but if it isn't, you can use a sheet that was originally used for packing purposes provided it isn't damaged or split. Most large appliances come packaged with Coolite sheets between the appliance and the carton - most of my own tanks are sitting on Coolite sheets that were originally the cushioning material in refrigerator boxes :)

That tank when full would weigh near 1150 pounds. No one can determine if the stand can hold that much weight without knowing the materials and method of construction. A fish tank stand should evenly support the entire base of the tank. usually the weight is distributed around the base edge of the tank. An aquarium should not be placed on a stand that is smaller than the base of the tank.
So long as you've thoroughly cleaned the tank between occupants, there should be no problem.

if there is a black out and you do have a fish tank you should be fine an less you have a chinease fish or any fish that is in the red mark for fish
