That depends. If you are already in another job, it is customary and courteous to give two weeks notice to your present employer and therefore you would put that you could start two weeks from being accepted. Some hiring agencies appreciate this when they hire you because it means you are ethical and will do the same for them. (sometimes a good company will let you go sooner than the two weeks if they like you and want to see you move up the ladder of responsibility and they see no reason to keep you for the two weeks. The third option is that sometimes, when you and your present job and not getting along well, you might obtain permission from your present boss to take a new job as soon as possible. This is relatively rare, but has happened. In that case, you put down on the application that you can start as soon as the new boss contacts the old boss and discusses a starting date.
