Family Guy isn't based on any show. It's just the standard family sitcom - "Standard", meaning it's two parents, 3 kids & a dog, much like many other sitcoms, but Not necessarily standard in regards to plot lines.
If by chance you simply mean the intro with Lois & Peter at the piano, that's based on the 70s sitcom opening for All in the Family.
