You take off the wheels bolts then, you put one side of each bolt in each peg and you enter the 2 bolts with the 2 pegs on it like before...
yes, you need to find a bolt that is quite long and stick it through the holes on the scooter so that about 5 inches of it is sticking out on the side you want the peg to be on, slide skateboard bearings on the bolt and screw a bolt on the end, there you go, a scooter peg.

I'm assuming you're talking about an BMX here... Undo axle nuts, put pegs on. With an extender and a socket wrench, get the axle nuts back on and crank down.

Depends on the kind of riding you do. For dirt stunt pegs are just in the way. For grinds and flatland tricks they're required.
it depends on your preference, if you ride goofy than you want them on the left but if you ride regular than you put them on the right. i mean i prefer them on the inside so i have more control. good luck pal.
