"Heel"is a command given to a dog when u want it to walk right beside you,with it's attention on you. Yes and at your left side, and not ahead or behind. It's supposed to walk when you walk, stop and sit when you stop, etc.

since i have 1 lab 3 chihuahuas and 1 karthals griffin[big hunting dog],i trained them to heel without a leash. if you have 1or 2 dogs that you can give more attention to, i would do this. when they pull you say ah ah and pull back on the leash. to train a dog to heel with out a leash, i would put them in a fenced in area and lure them along with treats. make sure you tell them to sit when you stop.when they heel and sit when you stop,let them out of the fenced in place. make sure they know come perfectly even if there is a jogger or other dog. then bring them to all kinds of locations and eventually they will heel at your side and sit and not leave it even if another dog walks past.
Best way to teach your dog to heel is take him/her to an obedience training class. Places like petsmart and private companies offer them for puppies for around $150 USD
