It depends on what you are referring to with the term "Hebrews".
If you are referring to the Ancient Israelite States in the Land of Israel, the question is anachronistic. The idea that a horse (and any carriages attached to it) should stay to one side of a road did not come into existence prior to the last 400 years. If two horses/donkeys passed each other in Ancient Israel, they would pass each other on whichever side that they wanted.
If you are referring to modern Jews, they are not exclusive to one country. They drive on whatever side of the road they are required to in accordance with the laws of the given country. Specifically in Israel, which consists of Jews, Arabs, Druze, Maronite Christians, and many other ethnic groups, they drive on the right side of the road as is Israeli law.
