The didstributor says bubble side down ( for instance solarcovers.com). I do mine bubble side up because when I reel it in the bottom part is in contact with the pool edge and the friction may damage the bubbles.
The darkest color always faces the water - or goes down. In the case of green or black, it's a little more difficult (if it's a light green then green is up). Another way to check is to open the pool cover and look for inserts/sleeves for water bags (i.e. to help hold it down). The side with inserts/sleeves faces up.
The bubbles go down and the smooth side up.
On all solar covers the "smooth" side faces up. Bubble side faces down. www.ccpoolspa.com

I have a three wire cord with a three prong plug on the end sometime called a pigtail. I see the center wire is green which goes on green but which of the other wires goes on black and which goes on white? These wires are not color coded but the exterior cover has one wire which is ribbed and the other is smooth.
