The signs to look for when trying to spot an impaired driver would be the inability to hold their lane. Also the speed in which they travel will likely differ from other cars.
An impaired driver will likely be swerving from side to side as they drive. Also, They will probably be speeding, or going really slow.
All of the above.

convex: to help the driver see areas behind and to the sides of the vehicle, which is in his/her blind spot.
Excessively low or high speed. Inconsistent speed. Swerving side to side or crossing the center line. Failing to obey traffic signs or signals. Getting out of the car at 40+ mph.
Technically speaking the blind spot is where a driver is unable to see. Generally the blind spot is where the vehicle's frame prohibits the driver from seeing while driving normally. To look into the blind spots, drivers will have to lean forward or backward to see if there are any vehicles or pedestrians in their blind spot.

If my memory serves me correctly, it would be the fault of the driver who was in reverse if that driver struck the other car mostly on its broad side. After all, the driver who is pulling out of a parking lot has the right-of-way as opposed to someone in a parking spot. As far as an insurance claim goes the drivers would have to have insurance, and the driver who was struck would want to make sure they were driving within the bounds of the law (such as observing posted speed limits, stop signs, direction arrows,etc.).Hope this helps.
